Upon an acceptance that the Ministry has a significant role to play in making Sri Lanka a knowledge hub and in ensuring that the national objective of achieving a knowledge based economy becomes a reality, the Ministry ensures that the work of the fifteen Institutions under its purview, identifies its activities in alignment with these objectives.

The Ministry works with an integrated Agency Results Framework and Balance Score Card which identifies its primary objectives and measures its performance in relation to Key Performance Indicators. All the Institutions under the purview of the Ministry are also required to formulate and measure performance through this method.

A key initiative of the Ministry is the formulation of an Investment Framework for Research and Development. The “National Investment Framework for Research and Development”  was adopted at the 7th Biennial Conference on Science and Technology (BICOST – VII) held on 7 July 2014 at Waters Edge, Battaramulla, attended by 340 participants comprising researchers, scientists in academia and others as well as Engineers.
